Health and Global Policy Institute (HGPI) AMR Project and AMR Alliance Japan submitted opinions at a multi-stakeholder consultation which sought input on the structure and role of the Independent Panel for Evidence for Action against AMR (IPEA). The consultation aimed to strengthen the scientific evidence supporting action against antimicrobial resistance (AMR).
The Quadripartite—the World Health Organization (WHO), the Food and Agriculture Organization (FAO), the World Organisation for Animal Health (WOAH) and the United Nations Environment Programme (UNEP)—led the consultation. The consultation was conducted to gather a broad spectrum of stakeholders’ perspectives on the draft IPEA founding document. The period for public submissions has now concluded.
In July, HGPI and AMR Alliance Japan also submitted opinions on the establishment of IPEA. The decision to establish the IPEA was made at the 79th United Nations General Assembly in September 2024, and it will be formally launched in 2025. The IPEA founding document outlines the panel’s key elements, including its scope, function, organizational structure, and governance, and is currently being developed by the Quadripartite.
In preparation for the IPEA’s establishment by the end of this year and the updated Global Action Plan on AMR, which is expected to be adopted at the United Nations Environment Assembly in 2026, HGPI will continue its activities, including policy recommendations and global collaboration. These activities are intended to support the development of effective IPEA measures and global AMR countermeasures, as well as strengthening alignment with Japan’s AMR strategies.
